New investments could expand tourism, strengthen an Olean business and bring film production to the region.
A new campground near Allegany State Park, improvements to a longtime Olean sporting goods store and a proposed film studio were among the projects discussed at the Cattaraugus County Industrial Development Agency’s Oct. 27 meeting.
The agency accepted applications for financial assistance from two businesses, while a third outlined plans to establish a film production facility in the Olean area.
Campground Planned Near Allegany State Park

1786 Campground LLC is proposing a $1.6 million campground on approximately 40 acres along Lower Jones Hill Road in the town of Coldspring.
Plans include RV campsites, storage for recreational vehicles and boats, restroom and laundry facilities, and other amenities. Development would take place in phases beginning in 2027.
The campground would add another lodging option for visitors to Allegany State Park and the Allegheny Reservoir, particularly those traveling with recreational vehicles.
The developers are seeking sales and mortgage recording tax exemptions, along with property tax assistance. The CCIDA accepted the application, with a public hearing and final consideration of the incentives still to come.
New Owners Invest in Whitetail Country Sports World
Whitetail Country Sports World, a familiar stop for area hunters and anglers, is planning improvements under new ownership.
The store, located at 1102 W. State St. in Olean, has served the region for more than 40 years. New owners Steve McClain and Jake Boerger plan to invest approximately $125,000 in renovations, equipment and technology.
The improvements include updating the store, expanding its online business and working with Big Game Draw, an Olean-based company that helps hunters navigate big-game tag drawings.
The owners plan to keep the store’s eight employees and add two positions.
The CCIDA accepted the company’s application for sales tax exemptions and a property tax agreement. Final approval is pending.
Film Studio Proposed for Olean
Olean could also become home to a new film production facility.
Murphy and Sharon Tom of Panvenni Films, working with Bob Forness, presented plans for a 20,000-square-foot studio in the Olean area.
The proposed facility would include a soundstage, green-screen studio, editing suites, production offices and space for other media work.
In addition to attracting film and commercial productions, the studio could provide opportunities for local businesses, skilled workers and students interested in the industry.
The developers are exploring financing and potential assistance for the project. No financial incentives were approved at the meeting.
Although the three projects are very different, each would build on something the region already offers, from outdoor recreation and established small businesses to a growing interest in creative industries.
