ELLICOTTVILLE, N.Y. — The Cattaraugus County Industrial Development Agency approved several economic development resolutions during its May 19 meeting, including tax incentives tied to major reinvestment projects at Holiday Valley, HoliMont and the historic Armes Block building in Gowanda.

     The board approved sales tax abatements for more than $5 million in capital improvements planned by Ellicottville’s two ski resorts, projects local officials said are intended to strengthen year-round tourism and support continued regional economic activity.

Holiday Valley’s ownership group, Win Sum Ski Corp., outlined approximately $4.5 million in planned invest- ments across resort operations. Holiday Valley Trea- surer David Trathen told the board that snowmaking remains increasingly important for ski operations in the Northeast as weather patterns continue to fluc- tuate. Holiday Valley’s continued investment into its automated snowmaking system allows the resort to offer guests an experience they can depend on.

     Holiday Valley’s ownership group, Win Sum Ski Corp., outlined approximately $4.5 million in planned investments across resort operations. According to information presented during the meeting, the project includes expanded snowmaking capacity, new snow guns, pipeline improvements, lodging renovations at the Inn at Holiday Valley, software upgrades and improvements to food service facilities.

     Holiday Valley Treasurer David Trathen told the board that snowmaking remains increasingly important for ski operations in the Northeast as weather patterns continue to fluctuate. He noted the resort plans to invest in newer fan-style snowmaking systems capable of operating more efficiently in marginal temperatures.

    The CCIDA-approved sales tax abatement for the Holiday Valley project is estimated at approximately $374,000. Agency officials stated that the resort continues to reinvest savings into additional infrastructure and guest improvements.

    The board also approved a separate incentive package for HoliMont tied to approximately $705,000 in planned purchases and upgrades. HoliMont General Manager Ed Youmans said much of the investment will focus on snowmaking infrastructure and equipment critical to maintaining reliable ski conditions throughout the winter season.

     Youmans also discussed continued growth in HoliMont’s mountain biking operations, which have expanded significantly over the past year. Resort officials reported increased demand for season memberships and expanded use of the mountain trail network during non-winter months.

    In addition to the Ellicottville projects, the CCIDA approved a tax incentive package supporting the redevelopment of the historic Armes Block building at 1 West Main Street in Gowanda. The $3.5 million project by White Haven Holdings includes plans for commercial storefronts, upper-floor apartments and a barber academy.

    CCIDA Executive Director Corey Wiktor said the project aligns with broader downtown revitalization efforts already underway in Gowanda through New York Forward funding initiatives.

   Board members also reviewed updates involving tourism activity, manufacturing prospects, campground development and additional redevelopment opportunities across Cattaraugus County. Agency leadership emphasized that continued investment in recreation, infrastructure and downtown revitalization remains central to the county’s long-term economic development strategy.
